Reduced morbidity and mortality from causes of ill health and premature death and reduce disparity therein

Strategic Objectives of Health Department

To achieve this goal, the health sector shall focus on achieving universal coverage with quality health, and health related services through addressing the following strategic objectives. 

Objectives of the department

§  To increase access to the minimum health care package.

§  To control communicable diseases through Preventive, Promotive, Curative and

§  Rehabilitative Services.

§  To prevent non communicable diseases in the District

§  To increase demand, and utilization of health services throughcommunityinvolvement in Health care planning, implementation, monitoring and evaluation.

§  To strengthen Inter-sectoral collaboration with development partners, CBOs and line Ministries in essential Health service delivery.

§  To ensure Quality in health care delivery through Integrated Support Supervision.

§  Technical supervision, Monitoring and Evaluation and staff motivation and strengthen health management information system (HMIS).

§  To develop Human Resource (HR) through upgrading and enhancing competences and performance of health workers and recruitment

§  To strengthen institutional capacity in health service delivery through infrastructure improvement and provision of medical supplies and equipment.

Department Composition

Production department is composed of 5 sub sectors namely; Crop, Livestock, Entomology, Agricultural engineering and Fisheries. The thrust of the national development will largely depend on how best agriculture is transformed from peasant to mechanisation.  There is also need to increase in a sustainable way agricultural production and productivity for improved household food security and income, thus improving the quality of life of the farming communities. All this is planned to be achieved through Operation Wealth Creation under NAADS transformation programme.

Key Functions

  1. Coordinating the preparation of Production and Marketing budgets and Strategic Action Plans for the district;
  2. Coordinating the implementation of Government production and marketing policies, programmes, projects and regulations and district budgets and Strategic Action Plans;
  3. Coordinating the delivery of production and marketing extension services in the District;
  4. Providing technical guidance and advice to the administration of the District and District Council on production and marketing issues, programmes and projects;
  5. Monitoring the detection and control of the threat and occurrence of pests, vermin and animal epidemics in the District;
  6. Monitoring the use and management of production and marketing facilities in the District;
  7. Promoting appropriate production and marketing technologies and best practices in the District;
  8. Identifying market potential and advising the producers appropriately; and
  9. Providing and regulating Veterinary and animal husbandry activities and related services to farmers.

PERFORMANCE REVIEW FOR FY 2023/2024

•      In collaboration with NAADS Secretariat under OWC, 170,10kg of maize seed, and 12,102 Tissue cultured banana plantlets procured and provided to farmers

•      Verified all delivered planting materials (Maize and Banana plantlets).

•      In collaboration with UCDA we verified 14 coffee nurseries which are currently supplying coffee seedlings to farmers.

•      120 trainings were conducted in crop yield enhancement technologies and improved livestock management practices by Field Extension staff

•      In collaboration with Water for People project construction of six fish ponds was supervised in Kampala Bigere parish- Biguli.

•       160 movement permits issued out to monitor animal movements and control  livestock diseases district wide.

•      Weekly animal disease surveillance conducted  along livestock stock routes, markets and slaughter places.

•      Deployed 24 pyramidal tsetse traps in Kamwenge Sub County.

•      Trained  five Bee keepers groups in Kahunge, Busiriba and Bihanga subcounties

•      Under component three of DRDIP; Economic Empowerment through Livelihoods Grants; Four watersheds namely Omubihwa in Bwizi subcounty, Mukukuru in Biguli subcounty, Mpanga in Nkoma/Kahunge subcounties and Katebe-Buteraniro in Bihanga subcounty were identified and mapped.

•      Thirty (32) groups have received funds worth Uganda shillings 653,200,000 to implement their subprojects.

POLICY DIRECTION FOR FY 2020/2021

Agriculture  to be a driver of economic growth in Uganda

MAAIF will lead the implementation of a revitalized structural and institutional framework for effective coordination of all public, private, and civil society actors towards realization of a common vision of: “Prosperous farmers and other agricultural actors for socio-economic transformation and welfare of the population

Key interventions will be in the following  areas;

§      Value addition through agro processing

§      Investment in water for production

§    Strengthening cooperatives to improve agricultural value chains and collective marketing

§     Enforce farmer registration  and supporting  nucleus/model farmers

§     Up scaling  agricultural mechanization

PLANNED INTERVENTIONS FOR FY 2023/2024

•      Develop coffee tourism: Coffee tourism involves linking coffee farmers to consumers under a farm-to-cup approach, with consumers touring farms and sharing experience with the farmers. The feedback from tourists is expected to help farmers better their methods, which will in turn lead to increased production of high quality coffee hence boosting returns.

•      Parish level farmer registration and supporting model/ nucleus farmers

•      Strengthen disease, pest and vector control and quality assurance.

•      Train farmers groups in group formation and dynamics, constitution making, recording and record management

•      Strengthen  farmer groups in group cohesion, decision making, constitutionalism and conflict resolution

•      Mobilize farmers and develop Farmer Institutions

•      Train farmers on improved agricultural  productivity  improvement technologies

•      Support  eligible farmer groups with livelihoods grants under DRDIP

•      Collection analysis and sharing of Agricultural statistics

•      Verification of all planting and stocking materials before distribution to farmers.

•      Guide farmers on profitable Enterprise selection and improved market access.

•       Invest in water for Agricultural production (irrigation, water for livestock and aquaculture)

•      Prioritize  Private-Public Partnerships in value addition to boost Local Economic Development (LED)

The Sector’s objective is to attain the goals of the NDP II and Vision 2040 goals which are:

1)   Achieve equitable access to relevant and quality education and training towards rapid transformation of the society and economy of Kamwenge and the country at large

2)   Ensure delivery of relevant and quality education and training for self-development and competitiveness in the global job market; and

3)   Enhance efficiency and effectiveness of education and sports service delivery at all levels.

 SECTOR GOAL

Expansion of access and equity at all levels to ensure equal and inclusive education for all children in the District

 MISSION:

To provide appropriate Education focusing on national and local priorities for the development of Kamwenge.  

MANDATE:

The Department is mandated to provide Education services which cover the nursery, primary, secondary, special needs education and tertiary education

 

 SECTOR PRIORITIES

·         Enrolling all school going age children of age 6 and above

·         Mobilise communities/parents to ensure girl child education and the disadvantaged children

·         Fostering literacy, numeracy and life skills in the teaching, learning process

·         Encouraging the teaching of science at both primary and secondary schools

·         Participate in co-curricular activities from school to National levels and community sports development

·         Timely assessment of learners both at secondary and primary level

·         Enforcing customised performance targets in primary schools

·         To Construct classrooms, teachers’ houses, pit latrines and provision of furniture in primary schools

·         Rehabilitation of classrooms which are relatively strong as approved by engineers.

·         Inspecting schools

·         Capacity building for school managers

·         Encouraging tree planting in schools to provide wind breaks, shades and sources of income.

·         Equipping teachers with SNE skills and training

  • To reduce on the dropout rate by ensuring that school are child friendly

The Administration is charged with overall coordination and management of all activities in education sector

 INSPECTORATE SUB SECTOR:

It is charged with quality control of curriculum and co-curricular activities (games, sports, music dance and drama) and Special Needs Education.

ACHIVEMENTS FOR 2023/2024

 

·         This F/Y 2019/2020 we are Constructing 2 classrooms, office, store 36 twin desks at each of the two schools namely Machiroand Kakinga primary school in Kamwenge sub county and Kamwenge TCrespectively.

·         Construction of Latrines at kahunge and Rubona..

·         Have conducted massive Inspections in schools and shared findings with stakeholder.

 

·         Have participated in co-curricular activities such as Ball games in Iganga

·         Have conducted Joint Examinations from P4-P6.evaluated performance and developed modalities to improve on the performance.

·         Performance at Primary leaving has continued to improve from 377 in 2017 to 598 2018 in grade one.

·         Hiima Cement Limited sponsors the best PLE performer 2 boys and 2 girls each year

·         Under Quarter system, this year, 7 students were identified and are benefiting government scholarship.

·         Kampala International University is providing students from Kamwenge 50% sponsorship.

·         DRDP has constructed classrooms at Damasiko, KamuseneneMikore and Kyehemba. It has concluded the award of construction of classrooms at Bwitankanja,Bisozi, Nkarakara and Bunenaprimry schools.

·         Construction of seed secondary school at Bwizi Sub County.

·         Construction of 4 classrooms and a 5 stance pit latrine at Rwebikwato by Japanese Embassy.

 

      EDUCATION SECTOR CHALLENGES

·         The pace of construction of seed secondary school is slow.

 

  • High Teacher: Pupil ratio (1:80 especially in lower classes

 

  • High dropout rate 5 % per year.

 

  • Inadequate facilitation for capacity building to school managers.

 

  • Management of ECD Centres in terms of caregivers and funding.

 

  • Lack of teachers’ accommodation in most schools.

 

  • Absenteeism some of pupils, teachers and Head teachers.

 

  • Very low completionrate from P1 to P.7 at about 30%
  • Inadequate classrooms and Latrines Facilities Kanimi, Rwanjale, Bitojo, Mirembe, KimuliKidongo, Nkoni, Kanyegaramire

 

  • The following schools are constrained with infrastructure due to increase in enrolment:  Rwamwanja, Mahani, Kaberebere, and Malere
  • The departmental lacks 3 motorcycles for DIS, SEO and Sports officer.

 

STRATEGIES TO ADDRESSS CHALLENGES

 

  To mobilise the community to keep their children in schools. 

  Advocate for funding from Education Partners’ to facilitate capacity building to the school managers.

  Advocate for funding from Education Partners’ to facilitate construction of classrooms, latrines and teachers’ houses

  Mobilise the community to step up contribution of resources to Manage ECD Centres in terms of facilitating caregivers and improvement of infrastructure.

·         Mobilise Community to put up modest accommodation for teachers as we wait for future government funding.

·         Enforcing Customised Performance Appraisal.

·         Mobilising communities to ensure that children get mid -day meals.

·         Sub-counties to put in place by-laws to enforce the Education Act 2008 provisions.

 

 PROJECTS FOR SFG   ARE PROPOSED AT THE FOLLOWING SCHOOLS

 

    I.        Construction of 2 classrooms, office, store, 36 twin desks and a 5    stance latrine at Kaniimi Primary school under SFG

  II.        Construction of a 5 stance lined VIP latrines at Rwanjale, Nkoni, Kanyegaramire and Kigarama.

Planning Unit mandate

The following legal instruments mandate the District planning Unit to coordinate the Local government planning function

i.      Article 125 of the Constitution of the Republic of Uganda (1995) and the subsequent Act of Parliament (Act No. 15 of 2002) creating the National Planning Authority (NPA) whose primary function is to produce comprehensive and integrated development plans for the country elaborated in terms of the perspective vision and the long-term and medium-term plans.

ii.    Article 176, (subsec.2b) of the Constitution of the Republic of Uganda (1995 as amended) which adopts decentralization as the principle applying to all levels of local government and, in particular, from higher to lower local government units to ensure peoples’ participation and democratic control in decision making;

iii.   Article 190 of the (1995) Constitution of the Republic of Uganda which mandates and obliges District Councils to prepare comprehensive and integrated development plans incorporating plans of LLGs for submission to the National Planning Authority

iv.    The Local Government Act, Cap 243 (Section 35 (1)) which designates District Councils as the planning authorities for the districts. The Act mandates the district technical planning committees to coordinate and integrate all the sectoral plans of lower level local for presentation to the district council (sect. 36, sub-sect. 2). The District Planning Unit Coordinates DTPC meetings

v.       The Public Financial Management Act 2015 Part II, Section9 subsections (1 & 2) where the Chief Administrative Officer in consultation with relevant stakeholders prepares a BFP for the vote, taking into consideration balanced development, gender and equity responsiveness and shall submit the BFP to the Minister by 15 November every financial year.

The above laws provide for decentralization, empowering local governments with the responsibility of:

-          Allocating public resources

-          Integrated participatory planning

-          Budgeting and

-          Investment management

  2. To coordinate  the District monitoring and evaluation function for government policies and programmes
